To wear GATHERED hem: pull the tabs at the hem on either side seam to desired amount, undo the snap and tie a bow on each side. Disperse the gathers at the hem to make them look even across the skirt.
To wear FLAT hem: Untie the bows on either side, and snap tabs together. Undo gathers by pushing fabric towards side seams. Iron or steam as desired.
